In 1930, changes in the law meant that management of Wuxi City reverted back to the county government, but this only served to extend state power over urbanization. Public offices, sub-county administrative divisions in the city and the countryside, were responsible for implementing government policy. In the city, they continued much of the work of the municipal government, while out in the countryside they were responsible for a variety of policies that promoted urbanization such as infrastructure development. Some projects could only be managed at the county level, and the building of the road from Wuxi to Jiangyin led to the urbanization of neighboring towns and villages. Other projects were deemed too important for the county and after a series of power cuts, electricity generation, which had been privately run, was taken into public ownership and organized at the provincial level throughout the 1930s.
