This chapter marks the start of Guam’s self-government—an event that has not occurred since its precontact days. Though the island did not meet the United Nations criteria for self-government due to the nature of the Organic Act, the chapter nevertheless charts the Guamanians’ attempts to eventually change their political status. This chapter also marks the highs and lows of Guam’s early government and the political and social changes taking place during the postwar period, such as the Americanization of the Chamorro culture. It then concludes with Guam’s efforts to formally change its political status, with the creation of the Commission on Self-Determination.
